A Dirty Shame, Hyatsville, Md.-based twangy country-rocker
Don Harvey and Germantown Md.-based folk-rocker
Steven Gellman. Among the out-of-towners, there's Boston-based dramatic soul-fired cabaret singer
Gordon Michaels and New York-based ''folktronica'' duo
Nekked,
