The wildly popular 17th Street High Heel Race is the highlight of Halloween for many Washingtonians, gay and straight. The blocks between JR.’s and Cobalt are closed to car traffic starting at 6 p.m., when towing begins — and also when the crowd starts showing up to stake out good viewing spots.
